Nobody thought to fit them. Drinks were something you finished before you got in, or held between your knees and regretted. The result is that every restored F-series of this era has the same gap in usability, and owners either accept it or bodge something into the bench seat.
Since there is no original part, this is a design exercise rather than a reproduction. The constraint that matters is reversibility — on a truck this age, anything that requires drilling is a decision you cannot take back.
